The closest I can find to replicating this feature in Publisher is to create lots of ruler guides too intrusive , or to divide the page into some whole number of columns not a regular grid.

Baseline guides don't seem to do anything. If you want to remove guide then hold Shft key pressed and drag the guide to the position you want. Now click on tools and then Snaps to Guides. Now the object you dragged near the guide will snap to the grid and will be aligned automatically.

Source Make Alignment a Snap. Use "Grid Guides". Make the column and row guides spacing the same. See the link for a complete tutorial. This will place the "Snap to Ruler Marks" feature on the toolbar at the top of your page. It does NOT, however, automatically enable that feature. You then have to place a tick in the check box to the left of that command to activate it in your document.

Turn it on and you can snap to a nearby object and align it quickly on one side or the other without zooming in. I've found the Page Design area where it has the boxes for Align to Objects and Guides but I honestly can't see that it does anything when I select them. Again I"m wanting to snap to other objects
